Sara Souter, Animal Control Superintendent. Major Duties/Responsibilities:

  • Coordinates schedules for ACO's.
  • Ensures adequate relocation of resources to complete all work assignments, prepares, administers, and monitors department budget.
  • Evaluates and monitors department personnel. Investigates breeches of policy and procedures and administers disciplinary action.
  • Responsible for the enforcement of federal, state and local ordinances.
  • Investigates all citizen complaints, handles public relations activities, and supervises use of tranquilizing and euthanasia equipment.

Sara brings to this position extensive experience, qualifications and skills. She invested a significant amount of years as a Animal Control/Kennel Personnel with the City of Lawton, Oklahoma. She was a
Veterinary assistant with a low cost neuter/spay clinic. She was also Director of the Comanche County Humane Society in Lawton, Oklahoma.

  • Texas Animal Control Association (TACA).
  • Administrative, Advanced and Basic ACO Certified.
  • National Animal Control Association (NACA)
  • Level I & II. Certified Cruelty Investigations
  • Level I. Chemical Capture -Certified. Euthanasia - Certified.

 

   
Officer Hershel Collins served as M. P. (Military Police) in the K-9 unit and retired as a Sargent Major after 20 years in the U.S. Army. He drove a bus for the Dickinson Independent school district for five years before joining our staff in January of 2003. Officer Collins is Basic certified with the Texas Animal Control Association and a member of the National Animal Control Association. Officer Collins enjoys working with the animal most in his new profession and can often be seen at fairs, and other gathering places as one of our Educational Officers. Officer Collins is pictured here with one of our shelter cats, Miss Tess. You can visit with both, at our shelter, or look for him in your neighborhood.
Officer Kevin Robinson originally started working for the City in the Water Department, before joining our department in January of 1993. Officer Robinson is Basic, Advanced, and Instructor certified with the Texas Animal Control Association and is a member of the National Animal Control Association. Officer Robinson is the department's T.Q. Officer and is responsible for qualifying of other officers in the use of our tranquilization equipment. Officer Robinson enjoys finding new homes for forgotten animals the most about his job, and he is pictured here with another of our shelter cats, Boogie. This past year Officer Robinson was chosen as Employee of the year for the City of League City. You can see Officer Robinson in your neighborhood.
Officer Tammy Clark came to us from the Gulf Greyhound track where she worked for 8 years, first with the greyhound adoptions department and then as a dog trainer. Officer Clark joined our department in July of 2000 and is Basic and Instructor certified with the Texas Animal Control Association. She is also a member of the National Animal Control Association. Officer Clark has been chosen as Animal Control Officer of our department for the last 3 years. Officer Clark is the Department's Training Officer and is responsible for teaching all new ACO's how to do their job. Pictured with Officer Clark are two of her animals, Domino and Brook. When she has free time she works with Wildife Rehab and education, caring for injured, sick, or young wildlife. She particularly enjoys working with the wild rabbits but will help where ever needed. You can see Officer Clark in your neighborhood.
Officer Andrea Schuett worked with area shelters and various animal rescue groups as a volunteer for 2 years before joining our department in July of 2003. Officer Schuett is Basic certified with the Texas Animal Control Association and a member of the National Animal Control Association. She is the other Educational Officer for this department and you can see her at fairs and events all over town. She is pictured here with Patunia, the shelter, rabbit. In her spare time she continues to work with area animal rescue groups and helps her daughter raise rabbits for her local FFA group.
Officer Jedidiah Cox worked in an area kennel before joining our department as our kennel person in December of 2002, and moving up to ACO in July of 2003. Officer Cox is Basic certified with the Texas Animal Control Association and is a member of the National Animal Control Association. Officer Cox enjoys reuniting animals with their rightful owners most about his job, and is pictured here with one of the many animals looking for a new owner at our shelter. Despite the dog's advanced age she did go to a new home! Look for Officer Cox in your neighborhood.
